- With a record low unemployment rate, there are less 'active' job seekers in the market as the job seeking population is reduced.

- Job vacancies are up 23% YoY.

- This equals more choice and opportunities for job seekers, so attracting candidates from the 'active' marketplace is becoming increasingly difficult, meaning that employers need to look into targeting more 'passive' and 'poised to move' candidates.
